Project Details
The Digital Transformation Support Scheme (DTSS) will provide funding in a one-on-one matching format to assist local small and medium-sized enterprises in applying off-the-shelf basic digital technology solutions. The Hong Kong Special Administrative Region Government has allocated HK$500 million for this matching purpose. Small and medium-sized enterprises applying for funding under this scheme must be in the food and beverage or retail industry, registered in Hong Kong under the Business Registration Ordinance (Chapter 310), and have substantial business operations in Hong Kong. They cannot be listed companies, statutory bodies, or non-governmental organizations receiving public funding. Objectives and Functions of Digital Transformation Solutions
The scheme aims to accelerate the digital transformation of small and medium-sized enterprises by providing one-on-one funding support to adopt pre-assessed, readily available digital technology solutions in the targeted solution categories. The target solution categories of the scheme include:
Electronic payment systems and in-store sales
- Assisting businesses in automating payment processes and supporting electronic payments to expand new revenue channels. These systems may also include self-service in-store sales solutions such as self-ordering systems and vending machines. The system can automatically generate reports through marketing data, enabling businesses to analyze their operations and make informed business decisions.
Online promotion
- Assisting businesses in establishing company websites, social media pages, or utilizing online search engines and social media to promote their business.
Customer management and loyalty systems
- These systems support sales promotion activities such as electronic membership programs and electronic coupons. They also provide customer support, case management, knowledge base functions, and reports for businesses to effectively view, analyze, and manage sales activities, targets, identified potential customers, and related follow-up work, enabling businesses to interact with existing and potential customers, and store customer data and contact records.
Funding Scope
The scheme provides funding for small and medium-sized enterprises to adopt the pre-assessed solution combinations listed on the scheme list. If equipment, hardware, software, and any other assets constitute a significant part of the solution combination, funding can be utilized for purchasing, leasing, or subscribing, subject to the following rules: ownership and rights to all new equipment, hardware, software, and any other assets purchased with funding from this scheme shall belong to the applicant; all items purchased, procured, or leased with funding from this scheme must be licensed products and shall not infringe upon any third-party intellectual property rights; and the risk of using the equipment, hardware, software, and any other assets shall be borne by the applicant and retained by the applicant. Approved project solutions must be implemented within 9 months after approval and ready for use by the applicant. For subscription-based solutions, funding support of up to two years is allowed during the subscription period.
Funding Amount
Each eligible applicant will be provided with funding of up to HK$50,000 in a one-on-one matching manner based on the costs of the solutions listed on the scheme list. Applicants must contribute at least half of the total cost of the adopted solution. In-kind donations or any non-monetary contributions from the applicant will not be accepted.
Approved projects (including but not limited to applicants or projects funded by this scheme) shall not receive funding from other local public funding sources.
